What will you do?

The Special Investigator is usually the initial reviewer of whistleblower complaints and plays a critical role in the investigative process. Specifically, the Special investigator monitors the whistleblower hotline, gathers and evaluates information from whistleblowers and witnesses regarding alleged improper governmental activities by state agencies and employees, conducts preliminary investigative steps, makes recommendations to the manager on whether complaints should be further investigated, and performs special projects as assigned.

Specifically, you will:

  • Review complaints to assess whether they are within the State Auditor’s investigative authority.
  • Analyze complaints to assess whether an improper governmental activity may be proven through further investigation, and identify what additional information is needed to make that determination.
  • Identify and interview complainants, witnesses, and other key individuals to assist in determining whether an improper governmental activity could be proven through further investigation.
  • Coordinate with agency representatives to obtain various records pertinent to the complaints, often performing site visits to obtain the records in a confidential and discrete manner.
  • Prepare clear, concise, and accurate documents requesting information relevant to complaints, record the information received and detail the analysis performed on the information.
  • Organize evidentiary materials, analyze evidence, write summaries of  investigative activities and conclusions, and make recommendations regarding whether further investigation is warranted
  • Receive oral and written complaints regarding improper governmental activities.  When receiving oral complaints, elicit relevant information that will assist in determining the merits of the complaints and whether the complaints fall within the state auditor’s investigative authority.

Working Conditions

  • This position is eligible for participation in the office’s hybrid telework program. Work at the alternate work location must be conducted in a space that is ergonomically sound, private, distraction-free, and has safe working conditions to be eligible to telework.
  • Work performed in the office is in an air-conditioned high-rise building with elevator access and both natural and artificial lighting
  • Work may require periodic non-standard work hours and work during weekends to meet workload needs and demands.
  • Work may require occasional travel throughout the State of California to include overnight, weekends or several days at a time.
