Examples of Duties
  • Provides leadership in the planning and coordination of the operational use of technical procedures for the unit.
  • Conducts qualitative and quantitative analysis of cases and ensures adherence to laboratory policies and procedures.
  • Provides technical oversight for annual reviews of all Quality Assurance Control measures for accreditation compliance.
  • Provides leadership in the development and operational use of technical procedures for the unit to include preparing and overseeing annual proficiency tests.
  • Develops and oversees development of new laboratory methods and procedures used within the section.
  • Conducts complex scientific analysis of evidentiary material in the field of forensic expertise.
  • Provides technical and administrative review of casework performed by subordinates.
  • Evaluates, prioritizes and assigns casework involving analyzing, identifying and comparing evidence.
  • Testifies in court as an expert witness regarding laboratory analysis, processing, methodology and identification; and, the significance of the results.
  • Monitors and evaluates expert testimony of other forensic positions including I and II.
  • Prepares technically sound, accurate and informative reports of test results.
  • Researches technical journals, chemical manuals and other source material to determine the best methods for performing analytical testing based on scientific trends.
  • Oversees and supervises the collection of evidence on-site or at the laboratory; oversees and performs equipment and procedural validations.
  • Serves as liaison to other AACo. PD units, other forensic professionals and to the citizens of Anne Arundel County.

Requirements

KNOWLEDGE, SKILLS AND ABILITIES
  • Extensive knowledge of modern and complex methods and techniques in the designated field of forensic science.
  • Extensive knowledge of the scientific principles, laboratory procedures, research methods and analytical equipment as it pertains to the analysis, examination or identification process.
  • Extensive knowledge of the methodology applied in chemical analysis of physical evidence for use in crime detection.
  • Extensive knowledge of proficiency testing and documentation procedures.
  • Extensive knowledge of forensic laboratory accreditation standards.
  • Extensive knowledge of proper evidence collection, storage, handling and examination methods.
  • Skill in the presentation of testimony and use of visual aides to assist with prosecution.
  • Ability to train and supervise professional laboratory staff.
  • Ability to organize, analyze and present data with scientific accuracy and thoroughness.
  • Ability to coordinate the activities required to ensure quality analysis services; and to construct logical conclusions.
  • Ability to maintain records, evidence and evidence database files.
  • Ability to comprehend and retain factual information pertaining to laws, statutes, policies, and testify in court.
  • Ability to interpret laboratory analysis techniques, procedures and theories, orally and in writing.
Minimum Qualifications
  • Graduation from an accredited four-year college or university with major course work in forensic science, chemistry, biology, physics, criminalistics, or other natural science; additional courses at the graduate or undergraduate level as required by the Code of Maryland Regulations ("COMAR"); four (4) years of forensic discipline or subdiscipline work experience with a bachelor's degree, three (3) years work experience with a master's degree, or two (2) years work experience with a doctoral degree; with progressively more responsible work in forensic analysis within a laboratory, including supervisory experience; and a valid non-commercial Class C motor vehicle operator's license.

  • This is a safety sensitive position and employees in this position are subject to random Controlled Dangerous Substance (CDS) testing.
